Restart Stuck Push Monitor

POST to v1/monitors/inventory/{monitorId}/reset to reset a monitor that is not sending data either because the monitor status is disabled or the monitor status is active but the receiver is not getting data.

Include the query parameter clear_persistence to clear persisted data and only send new data.
